Rancho Bernardo is a unique and proud community. While it is part of the City of San Diego, it is a community within itself governed and represented by a Community Council, planning board and recreation council that represent the community at city functions. It is also unique in that it has and lives by its own strict sets of Covenants, Conditions, and Restrictions.

The entrance to the building features a 22-foot high sculpture entitled "The Astronomer" by Jerry Peart. Exterior building features include the first extensive use of Indian sandstone tile imported directly from Agra, India complemented by solar bronze glass and exposed columns. In December 1989 a 100-year time capsule was placed in the east courtyard of the building.
